Compared with the larger custom homes in some nearby 77429 neighborhoods, Longwood Village is a neighborhood of mid-size family homes on moderate lots. The median house has about three bathrooms and a single water heater or a pair, a gas line to the kitchen, water heater and furnace, and a sewer lateral that has now been in clay soil for close to three decades. Those details shape the advice on the rest of this page.
The golf course, the creek and the floods
No honest guide to Longwood Village skips the flooding. Little Cypress Creek runs through the golf course, and a golf trade publication described the course after Hurricane Harvey as a “giant retention pond for the subdivision.” The same article reported that the clubhouse flooded to nearly 3 feet during Harvey, and that Harvey was the club’s fourth flood in 17 months.
Community Impact reported that more than 100 Longwood Village homes flooded during Hurricane Harvey in 2017. Harvey brought 39.11 inches of rain to Bush Intercontinental in August 2017. Before that, a 2016 flood had already led Triumph Golf to approach the Harris County Flood Control District about selling part of the club, according to the district’s own project page.
What the flood control district did
The proposal
In 2021, Community Impact reported that the flood control district proposed a project at Longwood Golf Club under its Little Cypress Creek Frontier Program, funded through the $2.5 billion bond program voters passed in August 2018. Officials said it would lower flood risk for hundreds of Longwood Village homes and benefit more than 3,000 homes in surrounding neighborhoods.
Resident support
A 2020 district survey found 75% of Longwood Village residents supported the district buying nine holes of the course for flood mitigation, according to Community Impact.
The purchase
In spring 2023, the club’s general manager told members the district was buying about 80 acres of the course to store stormwater and widen Little Cypress Creek. He said district models projected flood levels in the community would drop by almost 10 feet. Golf operations paused in April 2023.
The reopening
Community Impact reported in December 2023 that the renovated course was set to reopen in late December, open only to members for its first four to five months. Golf directories now list an 18-hole layout called The Golf Club at Longwood.
Why this belongs on a plumbing page: a home that took on water in 2016 or 2017 may have had its lower walls, water heater, and sometimes its supply lines or fixtures replaced in a hurry. Rebuild quality varied. Some homes got careful, permitted work. Others got quick fixes during a time when every plumber in Houston was booked for months. The next section explains what to look for.
Plumbing in homes that were rebuilt after a flood
When floodwater sits in a house, plumbers usually see the same chain of events. The water heater in the garage gets submerged and is replaced. Wet drywall comes out to about four feet, which exposes supply lines and drains inside the walls. Toilets and vanities come out and go back in. The sewer line may have backed up because the whole area’s system was overwhelmed. Every one of those steps is a chance for a good repair or a shortcut.
Mixed pipe materials
A rebuild often splices new PEX into original copper or CPVC inside the walls. Each transition fitting is a joint that can weep. We look for mismatched pipe in the attic and at fixture stub-outs.
Water heaters from 2017
A heater replaced after Harvey in 2017 is now about 9 years old. Tanks typically last about 8 to 12 years, so many post-flood heaters in Longwood Village are near the end at the same time.
Sewer lines after backups
A flood that pushes sewage back into a house can also push sediment into the lateral. A camera inspection shows whether silt, a cracked joint or a belly is left behind.
Permits and paperwork
Water heater replacement is permitted work in Texas with an inspection. Ask the seller for permits and receipts from any flood repair. Missing paperwork does not prove bad work, but it is worth a closer look.
If you own a home that flooded, none of this means something is wrong today. It means the house has a second layer of history on top of its 1990s original plumbing, and an inspection should account for both.
Homes and plumbing by era in Longwood Village
Longwood Village was built in sections starting in 1995, with a median build year of 1997. That places it at the end of one plumbing era and the start of another. These are general Cypress patterns, not a guarantee about any single house.
| Build years | Likely supply pipe | Likely drains | What to watch for in 2026 |
|---|---|---|---|
| Mid 1990s sections | Copper, CPVC, and some polybutylene in homes from this period | PVC | Polybutylene fittings, under-slab copper pinholes, third or fourth water heater |
| Late 1990s to 2000s sections | Copper or CPVC | PVC | Brittle CPVC near heaters, original shutoff valves that will not close, root-entry at lateral joints |
| Flood-rebuilt rooms | Often PEX spliced into original pipe | Original PVC with new fixture connections | Transition fittings, heater installs done in a rush |
About polybutylene
Polybutylene is a gray plastic supply pipe, often stamped PB2110, that shows up in some Cypress homes from the late 1980s to the mid 1990s. Longwood Village’s earliest sections were built at the end of that window. You can often spot it where the supply line comes out of the wall at a toilet or under a sink, or at the water heater. If you find it, have a licensed plumber look at its condition and talk through repiping options. Many buyers and insurers ask about it.
Copper under the slab
Many 1990s Cypress homes run copper supply lines under the slab. Cypress sits in the expansive gumbo clay belt, which swells when wet and shrinks in drought. That movement shifts the slab, which stresses the pipes in it. After almost 30 years of wet and dry cycles, pinhole leaks and stressed joints become more common. A warm spot on the floor, a hissing sound or a meter that keeps moving are the classic signs. See slab leak repair for how we fix them.
Shutoff valves that no longer turn
A 1997 house still has many of its original angle stops under sinks and toilets. After decades of hard water, those valves often seize or leak when someone finally tries to close them. We often suggest replacing them during any other visit so you can shut off a single fixture in an emergency.
Common plumbing calls in Longwood Village
These are the problems that show up most in 1990s golf course neighborhoods in Cypress. Each one ties back to the age of the house, the soil, the trees or the creek.
Water heater failure
A tank past 10 years in a garage or attic. Rust at the base, a leaking T&P valve or no hot water. We cover fixes on water heater repair and new tanks on water heater replacement.
Slow main drains
The shady trails residents praise come with big root systems. Roots enter old lateral joints and catch paper and grease. Early signs are slow tubs and gurgling toilets.
Slab leaks
Three decades of clay movement under copper supply lines. A high water bill with no visible leak is often the first clue.
Toilet repairs
Original 1990s toilets with worn flappers, fill valves and wax rings. A rocking toilet usually means a failing seal. See toilet repair.
Hose bib and freeze damage
Exterior faucets and sprinkler backflow devices split in hard freezes like Winter Storm Uri in February 2021.
Gas line work
Gas water heaters, ranges and furnaces in 1990s homes, plus newer grills and fire pits on golf course patios.
One pattern is specific to golf course lots. Homes backing onto a fairway often have irrigation systems sized for a deep backyard and a view the owner wants to keep green. A broken sprinkler line on that side of the house can leak for weeks into a yard that already looks wet, so the water bill is the only warning. Our leak detection service tracks irrigation and yard line leaks as well as slab leaks.
Longwood Village and the history of the Telge and Spring Cypress area
The roads around Longwood Village carry the area’s history. German families including the Hoffmeister and Telge families arrived around Cypress in the late 1840s, and Telge Road still bears the name. The Burnett and Simmons families settled even earlier, in 1831, and Matthew Burnett ran a tavern and inn at the Cypress Creek crossing by 1840. Rails reached the Cypress Top depot in July 1856, and the railroad town that grew there is preserved today in Cypress Top Historic Park.
For most of the 20th century this part of 77429 was open farm and ranch land. Fairbanks was founded in 1893, and the Fairbanks and Cypress school districts consolidated in 1939. Suburban building reached the Spring Cypress corridor in the 1990s, and Longwood Village was established in 1995 around its new golf course.
That history matters for plumbing in a practical way. Longwood Village was built around a working creek. Little Cypress Creek runs through the golf course, and it still sets the rules, which is why the flood control district’s work on the golf course is such a big part of the neighborhood’s recent story.

The Grand Parkway, SH 99, opened through Cypress in December 2013 and is a toll road.

Utilities in Longwood Village and who to call
Like most of Cypress, Longwood Village gets water and sewer from a Municipal Utility District. HAR.com and Community Impact both list Harris County MUD 360 on the neighborhood’s tax roll. The MUD owns the meter and the street side. The homeowner owns everything from the meter to the fixtures: the yard line, the pipes in the slab, the water heater and the sewer lateral up to the district’s main.
| Situation | Call first | What happens next |
|---|---|---|
| Water off on your whole street | Your MUD’s operator (Harris County MUD 360 per tax records) | The district handles mains, meters and boil water notices. |
| Wet spot between the meter and the house | A licensed plumber | The yard line belongs to the homeowner. We locate and repair it. |
| Sewage coming up a floor drain or tub | A licensed plumber | We clear the line and camera it. If the district main is the cause, we tell you so you can call the MUD. |
| Gas odor | CenterPoint Energy at 713-659-2111 or 800-752-8036 | The utility makes it safe, then a plumber repairs house piping. See centerpointenergy.com. |
| Power outage | CenterPoint at 800-227-1376 | Tankless heaters and sump pumps stop without power. |
| Any digging | 811 | Buried lines are marked before work starts. |
The Harris-Galveston Subsidence District, created in 1975, requires the regional water authorities that serve northwest Harris County to shift from groundwater to surface water, with targets of 60% by 2025 and 80% by 2035. That is why a regional water authority fee may appear on your MUD bill alongside the district’s own charges.
Buyer and seller checklist for Longwood Village
A 1990s home with a possible flood history deserves more than a standard inspection. Here is what we suggest for each side of a Longwood Village sale, and for landlords preparing a rental.
For buyers
- Ask in writing whether the house has flooded, and check the lot on hcfcd.org.
- Look for gray polybutylene supply pipe at toilets, sinks and the water heater.
- Read the water heater date code. Plan for replacement if it is past 10 years.
- Order a sewer camera inspection, especially with big trees in the front yard.
- Run the two minute meter test from our homepage seasonal guide with all water off.
- Ask for permits and receipts for any post-flood plumbing or water heater work.
- Try every shutoff valve under sinks and toilets to see if it closes.
For sellers
- Gather flood repair records, permits and any slab leak or repipe invoices.
- Replace seized angle stops and worn supply hoses before the inspection.
- Fix running toilets and slow drains, which inspectors flag every time.
- Have the water heater checked for a drain pan, expansion tank and proper T&P discharge where required.
Red flags to call about right away
- Water heater rust or puddles at the base
- Gray PB2110 pipe with stains or drips at fittings
- Warm floor spots or a meter that never stops
- Sewer smell or gurgling after heavy rain
Plumbing cost references for Longwood Village owners
Every quote we give is written and given before work starts. We do not publish our own prices, because a 1997 house with original copper and a 2017 rebuild with PEX need different work. These outside figures show typical ranges.
| Job | Reference figure | Source |
|---|---|---|
| Slab leak repair | About $1,800 to $6,000 in Houston | A Houston plumbing company’s guide |
| Hydro jetting | Houston average about $468, most paying $345 to $592 | Angi, updated July 2026 |
| 50 gallon attic tank | Two large companies quoted near $4,000; one homeowner paid about $2,100 with an independent plumber | Reddit thread, Woodlands, Spring and Magnolia, about two years old |
The slab leak source also notes that many insurance policies cover resulting water damage but not the pipe repair. Root-filled sewer lines may need hydro jetting rather than a simple cable, and the camera footage tells us which. For more cost context, see our homepage cost guide.

Does Longwood Village have polybutylene pipe?
Some Cypress homes from the late 1980s to mid 1990s used gray polybutylene supply pipe, often stamped PB2110. Longwood Village’s earliest sections were built at the end of that period. Most homes here likely have copper or CPVC, but a plumber should check your specific house.

The Harris County Flood Control District bought about 80 acres of the golf course in 2023 to store stormwater and widen Little Cypress Creek. The club’s general manager said district models projected flood levels in the community would drop by almost 10 feet.
Is Longwood Golf Club still open?
Community Impact reported that the renovated course was set to reopen in late December 2023, members only at first. Golf directories now list an 18-hole layout at 13300 Longwood Trace. Check with the club for current access.
What should I check in a house that flooded before?
Check the water heater’s age and install, look for new pipe spliced into old pipe inside walls and the attic, and get a sewer camera inspection. Ask for permits and receipts from the flood repair work.
Why do so many Longwood Village homes get slab leaks?
Cypress sits on expansive clay that swells when wet and shrinks when dry. After almost 30 years of that movement, copper lines under the slab can develop pinholes or stressed joints. A meter that keeps moving with everything off is the first clue.
How often should I replace my water heater?
Tank water heaters typically last about 8 to 12 years in Cypress, and hard water shortens that. A heater installed after Harvey in 2017 is about 9 years old now, so plan ahead before it fails.
Who provides water in Longwood Village?
HAR.com and Community Impact list Harris County MUD 360 on Longwood Village’s tax roll. The district owns the meter and street side. You own the pipe from the meter to your fixtures.
Do tree roots get into sewer lines here?
Yes. Longwood Village is known for shady, tree-lined trails and yards, and mature roots seek moisture at older sewer joints. Slow tubs and gurgling toilets are early signs, and a camera inspection confirms the cause.
