Plumber in Cypress Mill, Cypress TX for 1990s and early 2000s homes near US-290
Cypress Mill is a group of three neighborhoods north of US-290 and Cypress-Rosehill, with about 1,500 homes built mostly between the mid 1990s and the early 2000s. These houses are now 20 to 30 years old, which is exactly when water heaters, supply fittings, sewer laterals and under-slab lines start asking for attention. We handle all of it with Texas-licensed plumbers and a written price first.
Cypress TX Plumbers answers 24/7 for Cypress Mill, Cypress Mill Park and Cypress Mill Estates. Homes here date mostly from 1995 to 2003, so second generation water heaters, aging copper and CPVC fittings, root-filled sewer laterals and slab leaks from shifting clay are the jobs we see most. Every visit starts with a written price from a Texas-licensed plumber.
Cypress Mill quick facts
Realtors and residents use “Cypress Mill” for the whole area, but the tax records split it into three subdivisions. A local realtor guide calls the group the Villages of Cypress Mill. Where is Cypress Mill and how is it laid out?
Cypress Mill sits on the north side of US-290, reached from Fry Rd or Cypress-Rosehill. Listing directions send buyers off 290 onto Cypress-Rosehill, or off 290 eastbound onto Fry Rd and then Cypress Mill Park Dr. Interior streets include Mills Park Ln, Windwood Park Ln, Rose Hill Park Ln, Auburn Woods Dr, Water Mill Dr and Trellis Estates Ct. A recent listing advertised easy access to both 290 and the Grand Parkway, SH 99.
The three subdivisions were built in sequence, and that sequence matters more for plumbing than anything else on this page. Here is how they compare, using HAR and realtor figures plus the individual listings we reviewed.
Cypress Mill
The oldest section. About 405 homes, median build year 1996, median 2,112 sq ft. Examples: Auburn Woods Dr in Section 1 (1995, 2,099 sq ft on 6,900 sq ft) and Water Mill Dr in Section 3 (1998, 2,680 sq ft on 5,445 sq ft).
Cypress Mill Estates
About 357 homes, median build year 2000, and the largest median size at 2,474 sq ft. Example: Trellis Estates Ct in Section 4 (2002, 2,169 sq ft).
Cypress Mill Park
The biggest and newest of the three. About 752 homes, median build year 2002, median 2,097 sq ft. Examples: Pebble Meadow Ct in Section 2 (2002, 6,305 sq ft lot) and Thicket Hollow Ln in Section 4 (2003, about 6,000 sq ft lot).
Put simply: if you live in the original Cypress Mill sections, your house is close to 30 years old. If you are in Cypress Mill Park, it is likely in its early 20s. That eight year gap changes the pipe you probably have, how many water heaters the house has already gone through, and how long the roots in your yard have had to find the sewer line.
What your section’s build year means for plumbing
Houston-area builders changed materials over time. The table below shows the usual pattern for each era in Cypress Mill. These are general patterns, not rules, and many homes here have already had parts of the plumbing replaced by earlier owners.
| Section and era | Usual supply pipe for the era | Water heaters so far | Watch list |
|---|---|---|---|
| Cypress Mill, about 1995 to 1998 | Copper or CPVC; mid 1990s builds fall in the window where some polybutylene shows up | Likely on the third tank by now, at 8 to 12 years each | Gray PB pipe, original angle stops, root intrusion in the lateral, cast fittings at the cleanout |
| Cypress Mill Estates, about 2000 | Copper or CPVC | Likely on the second or third tank | Brittle CPVC at the heater, slab leaks on hot lines, larger homes with longer runs |
| Cypress Mill Park, about 2002 to 2003 | Copper or CPVC | Likely on the second tank, which may be nearing its own end | Heater pans and T&P lines, sprinkler valves, toilet internals, early sewer root growth |
The math on water heaters is simple. Tank heaters typically last about 8 to 12 years, and hard water shortens that. A homeowner thread from the Woodlands and Spring area reported builder heaters failing around 9.5 to 10 years. A 1995 house that has never had a leak has still probably replaced its heater twice. One 2002 Cypress Mill Park listing advertised a new Bradford White heater, which is the kind of update buyers here look for.
How to tell what pipe your Cypress Mill house has
You do not need to open a wall to get a good idea of what is inside. The supply pipe shows itself in a few places, and the first section owners in a 1990s house should look closely. Gray polybutylene, often stamped PB2110, was used in some late 1980s to mid 1990s homes. It is the material most likely to push an owner toward a whole house repipe, so it is worth ruling out.
Look under the kitchen and bath sinks
Check the short pipe stub coming out of the wall to the shutoff valve. Reddish metal is copper. Rigid cream or tan plastic is CPVC. Flexible red, blue or white plastic is PEX, which usually means someone has repiped. Flat gray plastic is a red flag for polybutylene.
Check the top of the water heater
The cold inlet and hot outlet lines show what the house runs on, and they are where brittle CPVC and corroded copper fittings show their age first.
Look at the main shutoff and hose bibs
Where the line enters the house, you can often see the transition from the yard line to the house piping. Green crust on copper joints or a white mineral trail on plastic fittings means a slow leak.
Read the seller’s disclosure
If you are buying, the disclosure may note past repipes, slab leak repairs or plumbing updates. Ask for receipts. A repipe with paperwork adds real value to a 1990s home.
Ask us to confirm
If you are not sure what you are looking at, send us a description when you call. We identify pipe on every visit and tell you in plain language whether it needs attention now, soon or not at all.
Slab leaks and sewer lines in a 25 year old neighborhood
Every listing we checked in Cypress Mill was built on a concrete slab. Cypress sits in Houston’s expansive gumbo clay belt. The clay swells when wet and shrinks in drought, and that motion moves the slab and stresses the supply and drain lines that run under it. After 25 to 30 years of those cycles, a section like original Cypress Mill has been through a lot of seasons. Bush Intercontinental averages 51.84 inches of rain a year and an August high of 94.9 degrees F, so the clay rarely gets to rest.
Signs of a slab leak
- A warm or damp spot on a tile or wood floor, often near the kitchen or a bathroom
- The sound of running water when every fixture is off
- A water bill that climbs with no change in habits
- A meter that keeps moving during the two minute test on our seasonal checklist
- New cracks in flooring or baseboards near a wet area
When the signs line up, our leak detection service pinpoints the spot before anyone breaks concrete. The repair options are on our slab leak repair page. A Houston plumbing company’s guide puts slab leak repair at about $1,800 to $6,000, and notes that many insurance policies cover the resulting water damage but not the pipe itself.
The sewer lateral is yours
The pipe that carries waste from your house to the MUD main is the homeowner’s responsibility. In a neighborhood planted in the late 1990s, shade trees are now mature, and their roots go looking for the moisture inside a cracked or loose joint. Clay movement can also settle a section of pipe and form a belly where solids collect. The first symptom is often the lowest drain in the house, usually a tub or shower, backing up when the washing machine drains. For a stubborn clog, we start with drain cleaning. If roots or grease keep coming back, hydro jetting scours the pipe wall; in Houston that averages $468, with most people paying $345 to $592, according to Angi. If a camera shows a broken or sagging line, it moves to sewer line repair.
Cypress Hill MUD No. 1 and the line between your pipes and theirs
HAR’s tax tables for both Cypress Mill and Cypress Mill Park list Cypress Hill MUD No. 1. According to Community Impact, the district was created in 1979 and serves The Villages of Cypress Mill along with Sydney Harbour, Cypress Ridge, Cypress Landing East, Cypress Landing Park and Fair Meadows. Its board has met at the Cypress Mill Recreation Center at 14710 Mills Park Lane.
The district’s own history tells you something about the neighborhood’s age. Community Impact reported that its last bond before 2018 passed in 1999, and that in 2018 it asked voters to approve a $50 million bond to improve and replace outdated infrastructure, issued in $2 million to $3 million pieces over at least 10 years. The district described most projects as possible future needs and the fund as a reserve for emergencies. In other words, the district was planning for aging pipes on its side of the meter. Homeowners should plan the same way on theirs.
The MUD’s side
The meter, the street side service and the water and sewer mains. If water is bubbling up at the meter box or in the street, call the operator number printed on your water bill.
Your side
Everything from the meter to your fixtures: the yard line, the pipes under the slab, the sewer lateral to the main, the water heater and every faucet. That is where we work.
Water supply in this part of Texas is also shaped by the Harris-Galveston Subsidence District, created by the Legislature in 1975. It requires the regional water authorities in north and west Harris County to reach at least 60% surface water by 2025 and 80% by 2035. That shift is why MUD water costs and sources change over time, and it is one more reason to fix leaks quickly.
Common plumbing calls in Cypress Mill
These are the jobs that come up most in a neighborhood built between 1995 and 2003. Each ties back to the age of the house, the clay under it or the way the yards were planted.
Water heater failure
Leaking tanks, rusty water and no hot water. Many homes are on a second or third tank. See water heater repair, or replacement when the tank is done.
Slab and yard line leaks
Shifting clay strains old copper and CPVC under the slab and between the meter and the house.
Main line backups
Roots from mature trees and settled sections of the lateral cause repeat clogs at the lowest drain.
Worn shutoffs and supply lines
Original angle stops seize, and old braided or plastic supply lines to toilets and sinks can burst without warning.
Sprinkler leaks
Listings in Cypress Mill Park note sprinkler systems. Broken heads, leaking valves and cracked backflow devices waste water and soak the soil by the slab.
Freeze damage
Hose bibs, attic lines and exposed irrigation piping split during hard freezes like Winter Storm Uri in February 2021.
Sprinkler systems connected to drinking water need a backflow preventer. Texas rule 30 TAC 344.50 lists the allowed devices and requires each assembly to be tested by a licensed backflow prevention assembly tester upon installation, repair, replacement or relocation. If a freeze cracks your device, the repair needs a test afterward. In January 2026, nearby Cypress MUDs including Kingsbridge MUD and HC MUD 188 issued hard freeze warnings on January 21 and January 30, telling residents to insulate pipes, shut off irrigation and know their shutoff. When a pipe splits anyway, our burst pipe repair crew answers 24/7.
Buying, selling or renting out a Cypress Mill home
Cypress Mill is a busy resale and rental market. HAR showed homes for sale and for rent in both Cypress Mill and Cypress Mill Park at the time we checked, with average asking rents of about $2,275 a month in Cypress Mill and $2,139 in Cypress Mill Park. A house at this age can show well and still hide a 12 year old heater or a root-packed lateral. Here is what we tell buyers, sellers and landlords.
Buyers
- Date the water heater from its label
- Run a two minute meter test with everything off
- Camera the sewer lateral, especially in 1990s sections
- Identify the supply pipe and look for gray PB
- Turn every shutoff valve under sinks and toilets
Sellers
- Fix drips and running toilets before photos
- Gather receipts for any repipe or heater swap
- Replace a heater that leaks into its pan
- Clear slow drains before the inspector runs them
- Check the sprinkler backflow device for cracks
Landlords
- Flush the water heater once a year
- Show tenants the main shutoff on move-in day
- Swap old supply lines at turnover
- Schedule a drain check between tenants
- Keep a 24/7 plumber number on the fridge
If the heater is in the attic, look for a drain pan with a discharge line, a T&P discharge line that does not drain into the pan, and an expansion tank on a closed system. Those are common inspection items, and under IRC P2801.5 the pan must be at least 1.5 inches deep with a drain wherever a leak would cause damage. Newer, better insulated tanks can be wider than the originals, so an old attic opening may be too small for a direct swap. That is worth knowing before you set a closing date.
Living in Cypress Mill
Cypress Mill appeals to buyers who want an established neighborhood with mature trees, close-in shopping and quick access to 290. The community has two pool facilities, playgrounds, tennis courts and walking trails, according to a local realtor guide, and listings mention a community pool, park, gym and clubhouse. Nearby parks include Appian Oak Park and 10 Acre Park.
A short drive from where Cypress began
The same guide lists Cypress Top Historic Park among nearby parks, and it is a good reminder of how old this area really is. The Burnett and Simmons families settled here in 1831. The Cypress Top Post Office opened in 1851, and in July 1856 the railroad reached the Cypress Top depot, 26 miles northwest of Houston. German families, including the Hoffmeister and Telge families, arrived in the late 1840s. In 1898 E.F. Juergen became postmaster and opened the Juergen General Store. Cypress Top Historic Park preserves buildings from that railroad town.
Shopping and dining
Errands stay close. The realtor guide puts a Walmart 1.1 miles away, a Kroger 1.8 miles, and an H-E-B 3.3 miles. Community Impact lists the Villages of Cypress Mill Shopping Center and the Shoppes at Fry Road inside the MUD’s boundaries. Local restaurant picks from the guide include Mia’s Table, Dario’s, Texas Mesquite Grill and Alicia’s Mexican Grille. A recent listing also pointed to Houston Premium Outlets, Costco and Cypress Lakes Golf Club nearby.
Schools and services
Listings across all three subdivisions show Robison Elementary, Spillane Middle and Cypress Woods High in Cy-Fair ISD, which has about 117,927 students in 92 schools. Listings note that school data can change, so confirm zoning with the district. Cy-Fair VFD, the largest volunteer fire department in the US, protects the area from 12 stations, and HCA Houston Healthcare North Cypress and Memorial Hermann Cypress Hospital are both in the Cypress area.
Commute from Cypress Mill
Being close to US-290 is the neighborhood’s big practical advantage. The Grand Parkway, SH 99, is a toll road whose Cypress segment opened in December 2013, and it gives a route toward The Woodlands and Katy without going through Houston. The figures below are approximate off peak times from US-290 and Barker Cypress. Add the drive from your street to your 290 on-ramp, and expect rush hour to be slower.
| Destination | Approximate off peak time | Main route |
|---|---|---|
| Downtown Houston (25 mi) | 30 to 40 min | US-290 southeast |
| Energy Corridor (20 mi) | 25 to 35 min | US-290 to the west side |
| Galleria | 35 to 45 min | US-290 inbound |
| Texas Medical Center | 40 to 50 min | US-290 inbound |
| Bush Intercontinental (IAH) | 35 to 45 min | Area highways east |
| Katy | 25 to 30 min | Grand Parkway south |
| The Woodlands | 30 to 40 min | Grand Parkway north |
| Tomball | 20 to 25 min | Local roads north |
Our office is at 13333 Telge Rd, Ste 310, also off the 290 corridor. We take calls from Cypress Mill at any hour, and we tell you up front what the repair will cost before we start.
Who to call for what
Smell gas? Leave the house and call CenterPoint Energy at 713-659-2111 or 800-752-8036. For a power outage, CenterPoint’s line is 800-227-1376, and details are on the CenterPoint Energy site. Call 811 before digging a sprinkler trench or fence post. To check any plumber’s license, use the free search from the Texas State Board of Plumbing Examiners; every company must operate under a Responsible Master Plumber. For flood maps on your lot, use the Harris County Flood Control District tools. We did not find a verified flood history for Cypress Mill itself, so look up your own address. If you need gas work, our gas line plumber page covers it.
Questions Cypress Mill homeowners ask
Do you have a plumber for Cypress Mill available 24/7?
Yes. A live person answers 24/7, including nights, weekends and holidays. Texas-licensed plumbers handle every job in Cypress Mill, Cypress Mill Park and Cypress Mill Estates, and you get a written price before work starts.
Which MUD provides water to Cypress Mill?
HAR tax tables for Cypress Mill and Cypress Mill Park list Cypress Hill MUD No. 1, which Community Impact reports was created in 1979 and serves The Villages of Cypress Mill. Your water bill shows the operator’s number for meter and street side problems.
When were the homes in Cypress Mill built?
Median build years are 1996 for Cypress Mill, 2000 for Cypress Mill Estates and 2002 for Cypress Mill Park. The listings we reviewed range from 1995 to 2003.
Could my Cypress Mill home have polybutylene pipe?
It is possible in the oldest sections. Some homes from the late 1980s to mid 1990s used gray polybutylene, often stamped PB2110. Most late 1990s and 2000s homes used copper or CPVC. Check the pipe at your sink shutoffs or water heater.
How many water heaters has my house gone through?
Tank heaters typically last about 8 to 12 years. A 1995 to 1998 home is likely on its third tank, and a 2002 to 2003 home on its second. The serial number on the label tells you when yours was made.
Why does my shower back up when the washer drains?
That usually means a partial blockage in the main sewer line, often from tree roots or a sagging section in the clay. The lowest drain in the house shows it first. A camera inspection tells us which it is.
Who fixes a leak between the meter and my house?
You do. The MUD owns the meter and the street side. The homeowner owns the yard line, the under-slab pipes, the sewer lateral and everything inside.
What does hydro jetting cost in this area?
According to Angi, hydro jetting in Houston averages $468, with most people paying $345 to $592. We give you a written price for your line before we start.
Should I get a sewer camera inspection before buying in Cypress Mill?
For a 20 to 30 year old home with mature trees, yes. Roots, bellies and offset joints are easy to see on video and much cheaper to negotiate before closing than to repair after.
Does my sprinkler backflow device need testing?
Texas rule 30 TAC 344.50 requires backflow assemblies on irrigation systems to be tested by a licensed tester upon installation, repair, replacement or relocation, and every year for systems designated as health hazards.
Can a new water heater fit through my old attic opening?
Not always. Newer, better insulated tanks can be wider than the original, so an old attic opening may be too small. We check the opening and the pan, T&P line and expansion tank before quoting.
